Central to a new urbanist approach to Town development is the principle of optimizing existing hamlets and villages (New Scotland, New Salem, and the Village of Voorheesville), maximizing the interaction of people and businesses in the community and making use of existing public services with minimal expansion. The Kensington Woods plan, for example, is proposed to be built 2 miles from Voorheesville and over a mile from New Scotland hamlet. But it takes advantage of neither the community nor amenities of these locations, being isolated and requiring car travel for most communal activities.
